Palmer is developing a new wind project in Pennsylvania that will be paired with solar and battery storage systems. By pairing wind with solar and storage, this project will enhance energy reliability, maximize renewable generation, and support a cleaner, more resilient grid.
LOCATION: PJM
TECHNOLOGY: Wind, Solar, Battery Energy Storage
Palmer is developing multiple battery storage projects across Massachusetts, each sized at 5 MW / 20 MWh. We are also actively prospecting for 12 MW / 48 MWh projects. This portfolio provides critical grid support and creates long-term value for landowners and surrounding communities.
By diversifying siting locations and maintaining standardized system sizes, we’re building a scalable platform that delivers consistency in execution while supporting growth in the storage sector.
LOCATION: Massachusetts
TECHNOLOGY: Battery Energy Storage
Palmer is advancing a portfolio of wind and solar repowering projects that extend the life and improve the performance of operating renewable assets. Our strategy centers on upgrading older facilities with modern technology to increase efficiency, enhance reliability, and maximize long-term generation while taking advantage of existing tax credits.

Twin Energy is a wind energy project in Rumford, Maine on South Twin Mountain that is currently under construction. Utilizing three 6.1 MW turbines, this project will bring 18.3 MW of clean energy to the Northeast.
This project will offset about 16.5 million tons of CO₂ per year, equivalent to removing over 3,500 cars off the road. Commissioning is scheduled for 2026.
LOCATION: Rumford, ME
TECHNOLOGY: Wind
Gordon L. Deane, the President of Palmer, has been leading Palmer’s energy efforts since 1981. During this time, Gordon has been involved in all aspects of developing, financing, and managing non-conventional energy projects for Palmer involving over $2.6 billion of financing and ranging from Maine to Hawaii. He has also provided consulting services to the US Department of Commerce on energy project development and financing in several foreign countries.
Prior to joining Palmer, Gordon served as a consultant to the US EPA and several state environmental organizations. He was also the manager of a 6-state alternative energy program sponsored by the New England Regional Commission and the US Department of Energy. Gordon is the current Chair of the Board of NTBG and also sits on the boards of other non-profit and for-profit entities.
Gordon has a BA with Honors in Physics from Oberlin College and an MS in Environmental Science from Harvard University.
