      Los Angeles County Sanitation District Landfills

      As part of an acquisition program a Palmer affiliate, in association with GE Capital, purchased the landfill gas collection facilities at four landfills owned and operated by the Los Angeles County Sanitation Districts (LACSD). The Palmer affiliate was responsible for the management and sale of the gas to the LACSD which used the gas to power their electric generating facilities. The project at one of the landfills, the Whittier, CA project, is the largest landfill gas-to-energy project in the country powering LACSD’s 50 MW electric generating facility.

      Whittier AwardBesides Whittier, the program resulted in the acquisition of three other landfill gas projects owned and operated by LACSD. The additional facilities were located in Pomona, CA, Rolling Hills Estates, CA and Agoura, CA. LACSD received payments based on production and for the on-going operation and maintenance of the systems at each of these sites. For its part the Palmer affiliate acted as the general partner and structured the transactions to the satisfaction of all parties. Palmer was also active in the day-to-day management in trying to maximize gas flow while allowing LACSD to efficiently continue its landfilling activities.
